Important Changes to the Pennsylvania Vehicle Code

Texting or sending email while driving will be prohibited in PA for all drivers beginning February 2012. Violation of the law carries a $50 fine. Additionally, texting while driving will be considered a primary offense, meaning that officers can make a traffic stop of any person suspected of texting while driving.

A separate law was recently enacted and makes important changes to the requirements of junior drivers in PA. The new law will make the following specific changes and will take effect on December 24, 2011:

Required behind-the-wheel training time increases from 50 hours to 65 hours for learner's permit holders less than 18 years of age.
Ten hours must be nighttime driving and five hours must be driven in poor weather.
For the first 6 months only one passenger under 18 who is not a family member may be in the vehicle, unless the junior driver is accompanied by a parent or legal guardian.
Provided the junior driver has a clean driving record after 6 months, they may carry up to 3 passengers under 18 years of age, until they graduate to a regular/standard driver's license.
Drivers and occupants in a vehicle who are under the age of 18 must wear a properly adjusted and fastened seat belt. Failure to comply with the new law's seat belt provisions is a primary offense.

Both of these new laws were initiated to improve overall highway safety by limiting distractions for all drivers and assisting junior drivers in receiving more comprehensive training and eliminating the additional distraction of young passengers.
